Should be fixed as of version 20240505 Strife 8314.
Please confirm after a reset. -

Directly after reset-
Not enterable before accepting quest.

After quest is completed the way is once again barred.

Another character couldn't get in either.

After accepting the quest with one character I logged out and tried to get in with another character, this didn't work either.
I am now quite confident that it has indeed been fixed.
