Law Proposal: Cats

Given recent events, I propose adding a new law to the lawbook.

Serious Offense
Abusing a Cat - Harming, killing, or otherwise abusing a cat within the Capital City of Arabel. Mousing cats are not to be interfered with.

While this is initially a Cormyrian law of Capital severity which was struck from the books during the revolution I assume, given the recent state of affairs and the sudden proliferation of cats I believe that it would be wise to make harming them illegal - and a serious crime - at least for the foreseeable future.
