Is Romeo supposed to be speaking about his own death? I mean it's amusing that his head is outside of Tilverton, but he's also in the Gilded Scales Company, but should he be?

When you ask who he is, he says he's Rezilano De'Vali. I think it should just be a simple name change on the npc.
