Banditry in the eastern outskirts

During a patrol this morning, I found a number of thugs attacking livestock outside the eastern gates. They failed to surrender, and were dispatched as they chose to attack me.
I spoke briefly to the farmers who make home there, and they entrusted in me the accusation that these thugs were hired by the City Watch to tax the farmers upon threat of killing their livestock should they fail to pay.
Obviously this is a scathing accusation, and I put upon my fellow peers to assist me in investigating this gross abuse of authority.

Sounds a bit off.
Killing a farmer's livestock for not paying tax means they'd never be able to pay tax again.
Is there more going on here?
