My apologies for bothering you, however I wish to ask if its possible to force a guild to enroll a new member onto the Council, should the current one fail their duties? Or, is this a matter for the guild to concern themselves over, and the Council is not to get involved.

Any peer may be called into review by another. The council will hear all parties present their case and the peer in review is afforded the opportunity to refute the matter.
Once completed, the council, excluding the peer under review votes. A majority settles the matter.
I caution you to think carefully. While the council may eject someone it is the sole discretion of the members sponsor or organization who they send. Summarily removing one of their own may have unintended repercussions and consequences.
