Issue Description: Although the amulet's description claims it can only be brought to the People's Palace, the chest does not take it (this one is out of charges, could that be it?)

It needs fixing like any item that says it should work for a single faction - though... there could be something else going on here.

However, the faction is now, the council of twelve, not the people palace, so probly that.

Also, items with no charges should still grant 1 prestige.
