Make the South Horn Memorial book thing an xp marker.

99% sure it's a PointOfInterest for mapping which means it cannot be an XP marker since that would require a tag change. It can be one or the other but not both.

Also, in my opinion, XP markers should be in challenging places to reach. That memorial is not such.
