Cold-Fire and Nightmares in the Historic District

A fire raged in the Historic district last night, casting a layer of smoke across the city for nearly three hours. Adventurers responded, at first with buckets, but then - as it became clear this was a magical catastrophe, the adventuring body turned to the Precept and Greywatch for answers. Shaundra the Red-eyed Devil has been on the lips of the townsfolk, the suspected arsonist, and if rumors are to be believed, Necromancer.
Although the facts are left unclear, what is certain, is that several were slain in the incident, some burned alive, some froze to death, and a few of the elderly died of fright.
