Solution is probably to remove the spell - healing is pretty high priority in the AI scripts (if they are still what they were when I left all that time ago.,..) but it doesn't really have much of a test for if there's any point in using the spell (minor wounds? a silly spell! except for a mouse!) - they might even cast it on each other trying to help out (if they aren't dead by then)
I'd say, remove the spell - trying to fix the AI for this edge case would likely be a bit fruitless.

Ah, in that case, they probably just think it's their most effective spell.
Damage spells tend to be prioritised (after any buffing is done) - if they don't have any more powerful spells, and the debufss they have (if any) aren't being registered as useful (this depends on their spellcraft somewhat.. if I remember rightly) then yeah, they'll spam it- it's like spamming just, "hit with stick" when hit with stick is the best option.
Maybe these NPC's just... suck? don't have much in the way of attack? Maybe they just need to be made tougher?
