Tower gear- Small shield version, add spell failure reduction to gear

I would be really handy if there were small versions of all the shields, and if the armor all had -SF% ! Doesn't make too much sense that an arcane tower doesn't have gear without sf% reductions.

SF gear was to be made available at higher ranks We can add that to the list.
