      Issue Description:So the NPC is stuck in the dialouge for the quest being failed/saying can't complete. I tried it to test because I had quit it before since it was bugged, and two others have tried and get the same dialouge, but haven't done the quest.

        update:i'm pretty sure someone else was just doing the quest, so maybe add that as dialouge?
