Hey guys, let me explain something about Old Town.
Old Town is essentially the slums of Arabel, where over 50% of the population dwells, working at various occupations in the city, the majority honest, hard working citizens. They pay their taxes and keep their noses clean. Some may chill with a gang for protection and pay protection fees, but are more or less unaffiliated with smuggling, and anything above petty and minor crimes.
The population is largely apathetic, desensitised to violence. They hold true to the belief, "Unless it personally effects me right now, I don't care."
Gangs hold different territories, some may have different opinions of 'law and order'- many in old town wish the district was more safe, but the Militia carries a lot of baggage, and the Crown kinda abandoned them in their time of need, and a lot of resentment is built up here. The Chaos Brigade and other major gangs ensure this opinion is kept firmly in mind by bribery and protecting those who pledge their allegiance to them. After all, taxes means less profit.
However, there are a few places where you can go and no violence is permitted, and is generally enforced by the people and 'authorities' of old town (and this is by no means a hard and fast rule).

Mamma's OrphanageGenerally, if someone flees inside- and unless a DM is present to supervise and have the npcs react PvP stops. And you do not have the right to OOC heckle them or tell them otherwise in an attempt to get them to 'come out.'
I will delete your PC for OOC heckling, no warning- just gone.
If misbehavior continues, we will simply require a DM in old town for PvP. We wish to keep it dm-less to represent it being /unsafe/ for travel and habitation, but- well, if it prevents ooc grief, then measures will be taken.

It's still civilized. The gangs won't appreciate diabolists, necromancers, or infernalists running around openly flaunting their powers. They don't 'care' if you keep it in a hidden base or in the sewers, but if they feel threatened, they will respond.
