For all intents and purposes, these factions are now NPC only unless applied for in the same vein as a Red Wizard or membership of a canon knightly order or something.
You receive no DM support and you're expected to generate your own plots. Basically, they are no longer Dm factions.
Members of the Houses are encouraged to speak with a Dm about their characters and the direction they want to take.
