If there is a PC in the faction, write to them concerning your plots about the faction. NPCs in power generally have bigger things to worry about than a new law regarding blood vial possession. Caru has better things to do than inspect everyone who claims to be sick. Involve PCs in your plight. Ask PCs for their knowledge and experience. As a last resort should you go to a NPC if all avenues have failed.
