Require Applications, FORMAL Applications, to join as Retainers with full benefits. Given the perks that Retainers get, I think this is reasonable. These are for the DM factions.
PC Lords should approach a DM about promoting pcs to position of retainers from now on, but any DM may clear them for the status. However, keep in mind, a retainer is a /personal representative of a Lord. Their Behavior Reflects on the Lord. Misbehavior by Retainers can and will result in repercussions for said lord. As with any Employee, they represent the person who employs them./
