Royal Proclamation: The Militia, the Agents

His Royal Highness, Defender of Cormyr, King Azoun V has long considered how best to protect the people of Arabel, many recent events and occurrences have been brought before his Majesty for consideration.
First, the loyal service of Lord Malcolm Hardcastle who has personally funded mercenary companies and Agents to protect the city must be commended. It is through his diligence that the city is growing once again.
Second, the courage of Lord Stallahast Dracohorn for his cooperation with the Purple Dragons under command of Lady Rowan Alenuath have struck mighty blows against the outlaws and bandits who sought to avoid the lawful governance of Arabel.
Third, the death of War Wizard Calin has greatly saddened the nation. A gallant man, a charming companion, and an insightful subject; War Wizard Calin was slain by a traitorous band of outlaws called the Plebian Court who existed despite the best efforts of Lord Hardcastle to reign them in and put them before the King's Law.
It is with heavy heart that the Crown of Cormyr admits it has underestimated the threats of Cormyr's northern marches. Thus the King decrees that the militia of Arabel shall be restored under its ancient charter and the Council of Cormyr shall recommend to his Highness a suitable candidate for the position of Warden of Arabel. The Crown of Cormyr shall supply three months of funding for the payment of militia and expect the city itself to begin to fund their own operations after this span of time has elapsed through the raising of taxes upon merchants and caravans which is allowed through Arabel's ancient charter.
The nation has suffered greatly the last decade, the loss of many War Wizards battling the Primordial Stormhorn has required that these skilled guardians be positioned strategically so as not to overtax their authorities and oversight. Thus, War Wizard Malgrandhest, has given indication that she can not only perform her duties in Immersea, but provide magical guidance and protection within the city of Arabel itself.
Finally, it must be said that rumor reaches Suzail that there are some noblemen who abuse their authority and power over the people, these rumors are largely dismissed as petty gossip despite allegations of treason and gross violation of the rights of the King's subjects to life and limb, but it is feared that the authority of those called Agents of Arabel has bred a climate of abuse of power; this ends now. The Agents of Arabel are disbanded, their duties will be taken up by War Wizard Malgrandhest and any she or her successor shall appoint to aid in the fulfillment of the King's law, and under the King's law this will be done.
Agent Maud, the sole surviving Agent of Arabel, having been investigated and found with a clean record of honorable service is now granted retirement and a pension from which he may draw and honorary membership in the Order of the Golden Way and may partake of all services and rights earned by such veterans.
Malveer Hawklin, for his loyal service these last months is granted estates in the lands south and west of the Hillmarch, the Steward Arabel shall derive a sufficient plot map of holdings.
Sir Mastian Tomblight is to be fined 500 gold coins for various petty crimes. In the future, he shall show greater restraint in the face of lawlessness.
On word of Lord Malcolm Hardcastle, the King also wishes to applaud the efforts of Sir Mastian Tomblight and Apprentice Oravious Ordainea for their diligence and investigations into myriad unlawful actions and actors in the Realm; including the destruction of a traitorous Plebian Court refuge.
