"is their anything in the histories that describe how a community or part of a community has been legally annexed from a nation or city state?"

The librarians ask if he can give them a little more information, but do state that typically nations or city states that seek to annex territory do so through treaties if the territory is inhabited, through fiat often if it is not, lands are often purchased or taken as spoils of war or in reparations for starting war.

"in this case; If a man or group seek to rebuild ruined and or abandoned territory within Cormyrian borders what exactly would the status of said individual or group become. If, on completion of their project, said group were to offer their services to the crown as a defacto noble would they engender rights as such. Would remedial application of rights and right to territory be recognised or should the group seek to make contact with the crown before committing their funds?
