Says here Kossuth can be LG, why can't he have paladins?

It's something silly like he's 2 steps away from LG rather than 1.

Kossuth was LN at first, then became TN.
He can have clerics of all alignments except CE and CG.
A God's alignment has to be one step from LG to be able to sponsor paladins. Oghma and Gond, for example, can have clerics of ANY alignment, but being TN, they don't have paladin orders either.
The exceptions to this rule are Sune and Corellon Larethian (who are CG but sponsor paladin orders.)

Just out of curiosity - what's the source for the LG Paladin of Corellon thing? Or is it a custom rule for CoA?
Because the only paladins of Corellon I remember in the sourcebooks (admittedly it's been a long, long time) were the CG variant "paladins of freedom", not LG ones.

It's not a custom CoA thing, it's FR canon as far as I know.
Corellon supports paladins so that elves get to be paladins. All their Gods are chaotic, so someone had to wear the "Freedom isn't free" T-Shirt.
I don't get why Sune does, though.

Yup, FR Lore as started in the FRCS.
Sune allows them because of the "Romantic Ideal" of the holy warior of purity and justice.

Forgotten Realms Campaign Setting says only LG, LN, NG deities have paladins + Sune. No mention of Corellon.
I don't mind - hell, I don't even play CoA any more - was just wondering where this rule originated from. I've never seen it viewed as canon anywhere else.

Yeah, they're mentioned - but only as CG variants.
The FRCS was obviously published before the other FR supplements, so it lists the deities for the original LG paladin type.

Huh, its true, Sune is the only exception I can find in the books…
Perhaps Corellion was a CoA house rule so that Elves had a deity to be paladins of without being lame and following pathetic human gods.

The source you are looking for that has paladins of Corellon are in the Races of the Wild book, I believe. Corellon having paladins is not FR specific. It's a general D&D rule, from Greyhawk. If there were any CoA house rule on the matter, it would likely be to exclude paladin's from Corellon much to my chagrin.
P.S. I think paladin's or Corellon even had a special class, but not sure.

I always thought that the creator god of a goodly race could have paladins that was the expection, Yondalla, Corellon, Moradin etc

All paladins of Faerun are devoted to a patron deity, chosen at the start of their career as paladins. Like paladins of other lands, the paladins of Faerun must be both lawful and good. The paladin's deity must be lawful good, lawful neutral, or neutral good. For example, both Helm the Vigilant One (lawful neutral) and Chauntea the Earthmother (neutral good) have lawful good paladin worshippers. Sune, the goddess of beauty, love, and passion, is an exception to the alignment rule, for her followers include paladins even though her alignment is chaotic good. Like a member of any other class, a paladin may be a multiclass character, but multiclass paladins face a special restriction. A paladin who gains a level in any class other than paladin may never again raise her paladin level, though she retains all her paladin abilities. The path of the paladin requires a constant heart. If a character adopts this class, she must pursue it to the exclusion of all other careers. Once she has turned off the path, she may never return.
In a funny side note- paladins is one thing that 4th edition got right. Paladins can be any alignment as long as it is the same as their deity's, making them champions of any god.
I had thought Corellon had paladins as well, maybe that's in a special elf book. It was an exception like the Selune exception.

The one step rule is only a guideline, and Sune is not the only exception.
Kossuth has paladins.
Corellon has paladins.
Oghma has paladins.Arguably any greater deity who can have LG clerics can have paladins.
Arabel used to support all of the above listed, but doesn't anymore, Camanoob is just too new to know.
