Case file: The Precept Arcanum
-
It has long been understood that this cabal of freaks are traitors to the crown. within this file I will collate evidence supporting this.
1: Alliance with Tilverton: They have an alliance with Tilverton and natural casters from the north are sent down on a regular basis to be indoctrinated by this cult. What Tilverton are getting out of this is as yet unknown. It is probable that they are acting as Duke Obyns eyes and ears within the city.
2: Opposition to the Crown Guard registers: If they have done nothing wrong then why do they object so loudly to a register that records names and associations?
3: Hostility to the Kings appointed servants: They openly goad us and lie to us, both in person and over the public sending system, they plainly have an agenda.
4: History of renegade casters: They have had several major criminals who were members. Izereth the beholder cultist, and Treth the Infernalist.
5: Failure to enforce their charter: There have been a number of threats from natural casters (Treth, Izereth, the Blood and Bone Tribe, The Inquisition of the Dark Sun). None of these threats were addressed by the Precept Arcanum, who are content either with picking flowers, drinking blood, or producing more little Treths.

As there was nothing central on file I could see.
A list of their members who have committed acts of villainy against the city:
Izraeth
Treth - who’s head is outside our doorsCurrent members operating:
Polly - assume a standard human?
Bloodhound Smith - some runt who was running her mouth via sending and prior to us dealing with the Florent problem.
The White Witch - another who engaged in an argument with our collective via the sending system yesterday.
They still have an outpost in Tilverton, so are aiding the rogue “Lord” Obyn with wherever secret plots he is concocting I am sure.

In light of Polly's rumoured deal with the blood and bone tribe, and her recent bulletin posting, I would suggest we thoroughly question her. If the rumours are true it will be enough to seal the fate of the Precept.
If she has further information on the precept, and they are threatening her we can offer protective custody provided she turns against her 'family'.

Your papers are ready for collection at the barracks
I would be interested to hear about this deal you struck with the “B&B” relating to Eveningstar as it could very well fill in a couple of holes in something I am looking in to, as well as the issues you are having with Dominic Swift
He is not in my good books for refusing a search, citing “religious immunity”, so he is fond of making things up to save his own neck.
Also the flowers you gave me for my desk have wilted, so a replacement bouquet would be splendid.

I will see if I can lure her in

Paying enemies of the crown not to murder you and others is not treason and, if it were, you'd need to arrest everyone in the city.
Polly slanders the crown, and Mr Swift should also be brought in about slandering Polly.

The first entry in our lawbook states:
'-Treason- The Act of Aiding the Enemies of Arabel'Giving wanted criminals gold is treason.
-
If you are going to interpret staying alive in the countryside as criminal, perhaps those being interrogated by Sabriel's baby brother should be arrested for treason for providing tittle-tattle and gossip to a known fugitive?

I am going to interpret having a 10,000 gold bounty for a list of offenses as criminal. Where they choose to live is their own business.

Enemies of Arabel means things like foreign armies, dragons, things like that.
Not some half orcs or whoever. Blackgrains's probably right too, if it's a choice between being murdered and giving them your gold, I'd say the ones threatening people with death or beatings are the criminals, not the one who isn't strong enough to fight them, and so, get's robbed.
Just some advice, do whatever you want.

Begin bringing these Precept scum to heel. Bring up a list of charges against them to be submitted to Precept leadership. Do this lawfully, gentlemen. Then we make things more painful should they refuse to cooperate.

Polly has been abducted by the Precept. It seems she actually had information.
I propose pursuing the crimes committed of Bloodhound Mikal which I felt, at the time, were honest mistakes. He was fined for his part in Eveningstar debacle where a citizen was murdered in custody, he has not paid.
He shall be brought in for Hooliganism and Disobeying the Crown Guard. It is clear from my speaking with Dalacrioux that he has instructed Mikal to break these laws, I shall obtain a confession to that effect and issue a warrant of arrest for Dalacrioux.

Likely the Precept took care of this Polly internally. No need to pursue her any longer.
As for Mikal, do as you will.

Mikal is a grunt, unfortunately. I levied the maximum possible fine, and told him to discuss it with the Precept.

I stopped a tiefling and asked for her papers, she turned out to be a Scion Lennireth. A Bloodhound approached and enquired about the whereabouts of my mother. I informed him she was safe and that we had spoken lately. He proceeded to ignore my demands. I snuck in to see if they were being instructed by Dalacrioux to ignore the law. The Bloodhound assaulted me when he indicated there was a trespasser.
I proposed to Abelard we return to apprehend the Bloodhound, he wished to wait.
