Crownsman,
The Crown has heard the petition of the Ilmateri Arch-Sufferer Dai and Dante and wish to know the exact nature of the text you withhold from them.
I referenced them the file you already made in this regard, however, it appears they made a very substantial donation to the clerks and the paper pushers are suddenly finding all sorts of reasons to delay requisition and supply requests.
I just need to know if you deem it worth kicking some clerks in the ass and possibly pissing off the merchants who benefit from their petty corruption.

I only obtained the book by running away from a group of druids and hiding. It is linked to the salt angel. I attempted to arrest the previous owner who was subsequently lynched by the crowd of sellswords.
Blackstone's Arcane Division as well as Warden Sallvarra could inspect it, and perhaps even witness the Ilmateri using the book within the Crown Guard dungeon.
I would insist on them being unarmed and a full retinue of guardsman at the ready and ensure the book can be closed.

I currently have possession of the book and would suggest we do not hand it over to some religious order, given the amount of chaos such groups have caused recently.
I will see what I can gather from investigating it and perhaps consult Fyevarr or Lord Mossmere, it is possible such a find would clinch his aid in founding a new arcane order to see the cultists of the Precept turfed out of the city once and for all.
If it would help I have seven thousand gold to hand that I would use to cover any expenses currently being experienced by bureaucratic inefficiencies at the palace.

This tome has been inspected by myself and an independent mage, and the following has been discovered
Preliminary investigation of the book suggests:
- The book is very old or was poorly stored- the dust upon its cover is interspersed with salt.
- No obvious exterior magic is present on the book, attempts to sense radiant magic coming from it were not immediately obvious.
- There is a minor debossing on the top cover, rubbed raw by poor storage.
- A title rubbed raw has place for two characters followed by NG, a space, O(f/r/t?) (another space), two more characters rubbed raw and LT.
We may infer from the wraiths that were chasing the person who held it, who was talking about it possibly fixing Eveningstar, that these creatures were drawn to the zest of life, the pain of having a purpose dangled in front of them. Or that they were possibly influenced by the book.
I am reasonably certain the title of the book is ‘Song of Salt’.
Having conducted several lengthy interviews, I do not believe the wraiths to be related to the book. I think they were seeking out the man that came through as a beacon of life to sap. His soul was not ripped from his body to become an undead himself and he apparently had read the tome- suggesting, then, that he was not ‘bound’ to undeath by way of the book.
From this, I think we can understand the book not to be automatically malicious. Hezbel was a servant under an entity known as the King (or Lord, I forget which) of Salt. It’s very probable that this book was potentially used to bind Hezbel to this plane- though I don’t know what secrets may lie within to undo the damage.
The Ilmateri wish this book, but it is not a holy text related to their God. They have had first hand experience of the work, however they may be more likely to use the tome to harm themselves than resolve the issue of Eveningstar.
My recommendations are as follows:
I believe that the King's men have the nobility of spirit, and resolve to see this through and ascertain whether it has the means to repair the damage in Eveningstar.
However, given the financial issues being caused by the Ilmateri, they could be given supervised access in Eveningstar in exchange for signing a legal document compelling them to only use it to repair Eveningstar. And subsequently aid the crown guard in apprehending the Blood and Bone tribe.

The Ilmateri were present when Bloodhound Mikal participated in the lynching of a citizen in Eveningstar.
We shall propose they go about getting witness statements in return for the Illuminated Blade and Crownguard Blackstone supervising their use of the book.

I have found these slightly older files being left in a drawer of my desk.
There was recently a Sunite ritual being conducted by the lake of Eveningscar. Essentially, it involved several people talking about love and praying to the goddess to restore a tiny patch of soil. These efforts all failed miserably.
However, it seems noteworthy that such open displays of „Love“ were sufficient to draw and anger these spirits, as mentioned in one of the previous reports relating to the „zest of life“. Conversely, the pain of lost love did not appear to anger the spirits - or at least not to the same degree.
Perhaps, the entire location should be assigned the status of an extended graveyard - that, at least for the time being, should not be disturbed by any further cruel displays of the pleasures of life.
