Unfortunately as written sanctioned clergy can summon or control undead
I would argue they need to be under the direct control of a clergy member and should people decide to just leave them roaming the roads the creator be charged with Armed Assault as well as Magical Crimes as undead roaming the trade routes poses a security risk

I agree that they would need to be under direct control, or bound to a particular task where no living creature is a suitable guardian, for example, serving as eternal protectors of dangerous artefacts (although, one may argue other spirits could be used). I have heard of elvenkind doing the latter, and we know they loathe the undead.
Allowing undead to roam about well-travelled roads and countryside without the presence of Official Clergy is unacceptable, as any poor merchant or shepherd could stumble across them unawares. We know, for example, that the undead who have long plagued the roads south of the city have no qualms at attacking travellers despite this being a main artery to the south (and this would come within Official Clergy's purview).
In terms of responding to such dangerous negligence, I would, however, first deal with the problem ourselves while reminding the Official Clergy of their duties - they are only foolish men liable of making foolish mistakes, after all. If further escalation is required, we would likely need to record several instances of negligence and how we've had to clean up their mess before petitioning their Church to reign their people in. If they fail to do so, the Church may well ex-communicate them for being an embarassment to their faith, which would open up the gates and bring us back to the simple task of persecuting them for magical crimes.

The issue here is it is the clergy that are causing this issue on the roads. We have recieved a report from Sabriel on this and Hailey confirmed it

We could attempt to notify higher ups in the Church who may see this as an embarrasment but the law being changed to prevent them abusing it like this would be ideal
