The Precept report.
Scion Atreon and Bloodhound d'Rousey were approached by Crownguard Wilhem.
Wilhelm informed [them] that he had a meeting with Jendayi, and offered to allow us to ambush her doing it, if we chose.[Jendayi] chose not to cooperate, so [Bloodhound d'Rousey] attempted to subdue [Jendayi].
A nearby cleaning person opened the door to see the commotion, and Jendayi fled through it into the wilderness nearby.
This course of action was taken for the following reasons:
1)Jendayi is a latent who falls under our direct authority to police.
2)Jendayi is a Wildwalker, a faction led by a Lolthite, which in the current political climate makes her a potential threat to the realm.
3)Jendayi possesses knowledge of the situation, as a member of aforementioned faction, far beyond ours at present time, and could have been additionally questioned in the Crownguard's cells.Had [Scion Atreon, Bloodhound d'Rousey, and Crownguard Wilhem] been successful, [they] would have had a handle on at least one of the Wildwalkers, by which to compel their compliance with the laws of Arabel.
Having failed, [they]'ve simply hastened the inevitable confrontation between the city and the Wildwalkers. -
Jendayi is a natural caster. Yet she has comitted no crimes, and she is fully in control of her powers. Therefore, she is no stray, as those are the two defining markers of a stray.
Elrinde of the Bloodhounds, agree the two Precepts acted out of turn. The Precepts agree, that Jendayi is not a stray, and should not have been attacked.
All of this, seems like an attempt to spark a war with the Wildwalkers. The Wildwalkers are not at war with the city, but it seems Wilhem is trying to cause such a conflict.

Jendayi does warrant monitoring at the very least in my opinion for her own safety and that of innocents
She and Rohesi who for some reason insists on being called unicorn had their blood taken by Izereth after an attack by Hillmarch where Fyevarra was captured.
Reports are coming in that Rohesi has been cursed by someone into a monstrous form, like the elf who is now some spider beast I expect this is the work of the beholder hive or their allies.
A way to ensure Jendayi can be monitored and brought in if such occurs to her is wise lest someone kill them as a monster
As for causing war with druids, I very much doubt that was Wilhelms intention and much like you said we should hear from Adelaide when she was suspected of wrong doing we should hear from Wilhelm
You yourself however wanted war on the druids a few days back and were seeking an alliance with the house of the morning to march on the druids and their giant and lycan allies. Is this now not the case?

I am Jendayi of the Mirembe tribe-family. I hail from the Jungles of Chult. The Spirits of my home show me a path to this land, and so I go. I have met and joined the Wildwalkers of this land, even though I am not an oathsworn. I am a Witch Doctor. Some of your people call me Shaman. Most of the city people call what I am a bloodcaster, or a sorceress. I have been blessed by the blood of the copper dragon in the art of transmutation. From my people, I have been blessed with the art of conjuring the aid of the Spirits of the land.So it is I am a summoner and a transmuter. Now you are knowing who and what I am.
I have come to this land and respected your ways to the best of my ability, while working to protect the land from the unnatural. I tell you this, I do not work against your King. He is a blessed man, a champion chosen of the Spirit of the Lady. It is a great honor to be chosen by the Spirits. I come to this land seeking to learn of its Spirits, and seek out a threat. That of the servants of the Dendar the Night Serpent. And as a Witch Doctor, I aid the warriors of this land to fight such dark evil. The Eater of the World is a great threat, but a more pressing threat arose in this land. The Beholders. I do what I can to see them vanquished.
Now I tell you what happened to me.
I had written to the one Wilhem, to speak and find ways of peace. So when it is he called upon the winds for I to meet him at the Crown Guard place, I went, thinking to meet a friend for a chat. I startled him as he was deep in his rhymes. I laugh as he was startled. He invited me to go speak somewhere more quiet. So I follow him to the back room with the many large red seats. We make idle talk until we reach the room and he locks the door behind us. Already in the room was the one Scion Atreon. I asked him his name, as I did not recall.Wilhem invided I to pet the Scion's familiar, but I am knowing better. Familiars are not pets. they are extensions of us. It would have been disrespecful. We sit and begin to talk.The Scion asked how things were in the grove. I tell them we mourn Ursula, and that soon the new warchief will be chosen. They seem to think a leader is already chosen, but that is not so. One will be chosen at the moot among the oathsworns. Perhaps their confusion came from the fact that the elf Sae is now the Great Druid of the Webbed Maze and Firefall Grove. He is not the new warchief against hte Hive though. Nor is he the leader of the circle. That would be the Hierophaunt.
The Scion then speaks of legal matters of some sort. He asked I if I was of the circle. I tell him I am of the Wildwalker, but not an oathsworn, a druid as city people say. He knows that I am a blood mage like him. I confirm this. Wilhem asks an odd questing, if the oathsworns cared for me.I said some do, and some do not. Do all your people care for you, I ask them.
The Scion goes back to his talks of legalities. He said the Precept were entrusted by the King to be aware of latents. It is how they call bloodcasters. I tell him I am aware of this, and that Izereth, Treth and Kira knew of me. Had they not shared this? He then speak of the power of my blood. And say they determine things by testing blood. Then asks I to give him a sample. I tell him no, that I know well what I am already. But before any further discussion is done, the one Pilotess attacks I from a hiding place.They wanted to take my blood by force! So I defend myself. I thought she was going to kill me. I was scared. I called the Spirits to protect me. Then the scion attacks as well. And I know Wilhem casted a spell at me, but I cannot recall what. Things happened so fast. I did not want to die. Then, Spirit of the Lady be blessed, one of your cleaning halfling opened the door. I am most sorry I scared him, but I fled the moment he opened the door. I am most grateful to him. I would thank him if I could.
I fled as fast as I could. When i could, I called upon the winds to warn the other wildwalkers that the Crown and the Precept were trying to kill us, that I barely escaped.
Wary of the one Wilhem. He is a vile snake. Like the servants of the Night Serpent, he has a slithering tongue and give you betrayal the moment you think him friend... I came to him as a friend to speak peacefully and he feed I to the Precept like a beast to slaughter. I am no stray. I work not against the King. My powers are not out of control either. I am nothing of what they claim to hunt.
My apologies for this lengthy letter. But I speak truth, this I swear to the Champion of the Lady and the Spirits themselves. I have been violated, and I pray you can do something about it. Now i live in fear and I await your verdict.

They work beside monsters and think they are above our suspicion and derision?
Wilhelm did well to involve the Precept.

Perhaps that is where we differ, Sir Everduke. If proper representation of the Crown is to invite someone into your quarters, under the banner of friendship, and then attack them, a citizen, for refusing to grant a blood sample, then you and I have a vast different idea of honor.The woman has done no crime, and has not caused trouble for the kingdom, making her, savage or not, a citizen, not a Stray.
There is no legal basis for asking her for blood, and she was in her right to refuse. She was then attacked, unprovoked.
If such is the "right decorum" of a member of the Crownsguard, then we are the savage, not they. And I will not have my name tarnished by association with such dishonorable misdeeds.

When he recognized that the individual he was set to meet could be of potential interest to the Precept Arcanum, he sought the appropriate authorities to appraise the situation. The individual in question, one Jendayi, is one of two sorcerers of interest to us in direct alliance with the Elven Fellowship, whom I am told the Crown Guard is preparing to bounty.
Had we achieved our aim in taking a vial of the Stray's blood, we would have had a powerful deterrent against the Stray's future potential actions against the Crown - much as all Truebloods and above are required to submit a vial of their blood to the Palace for safekeeping, following the defection of Treth, and Izereth, the Precept Arcanum deems it necessary to pursue similar preventative measures against blooded individuals allied with or assisting, enemies of the Kingdom.
Although we were unsuccessful in our efforts due to circumstances outside of our control, we appreciate his forward-thinking actions in seeking the opinion and assistance of the Crown's appropriate agents in this matter. We look forward to future cooperation with your organization in the kingdom's law enforcement.

Additionally, it has come to our attention that the Crown Guard, or one of its agents, received a package including Izereth's final testament, and guardswoman Adelaide has mentioned that it contained a journal. As we are still attempting to understand the full scope of the situation that Izereth created or assisted, we require a copy of this documentation to compare to our records and ongoing investigation of this matter.
I am aware that one of our Scions is planning an expedition into the Helmlands to assay the ascendancy area and attempt to determine further what foulness infested the place. We will be pleased to inform you of the time and date of this survey so that our organizations can continue our new cooperation for the good of the realm.

What is more uncivilized than rejecting the hands of men clad in steel with oaths of righteousness behind them, in favor of man-eating beasts?
Perhaps, the premise of deceit is unwarranted, and indeed, not something I lower myself to, for we should strive to be the best of men, but I do not hold the same standard for Wilhelm, who is a commoner, and I won't hold him to our high ideals, but if he repents for it and betters himself as a result of this, then he is a man of cunning and willingness to improve.

Honor is a defining characteristic when defining a noble mans character, Sir Everduke.
The actions of the lowborn members of the Crownguard, directly affects the rest of us. If Wilhem lies, then for better or worse, in the eyes of the common man and any adventurer we must conduct ourselves with, we all lie. If one Crownguards actions tarnishes his reputation, then it tarnishes all of our reputations. That is the burden of the uniform.While we can never expect a common man to be held to the same standards as a noble, we must demand that they at least strive to act noble. Unless you place something on their uniforms, to clearly signify that they are lower birth and standing, then in the eyes of all, he and I are equal.
And I will not have any man tarnish my reputation. Especially by a commoner, from a foreign land, who you allow to have the same rank as I.As to rejecting the hands of men clas in steel, The pledge of the House of Morning has turned out to be hot air. They have remained silent, since I approached them.
So the only thing keeping those beholders at bay, are the wildwalkers, who have now been angered and turned from unwanted ally to potential enemy. The King was clear, that unless there is an alternative, the Wildwalkers and their army of freaks is permitted. Right now, there is no alternative. Then why make them our enemy?Sabriel Florent

Jendayi is not a citizen, Being dragon touched means she has no citizenship or legal protections. Whilst I may not agree with this and believe they should have protections unless they break the law, you yourself brought it up in regards to tieflings

There is a stark difference between ignoring a lesser evil, and having an alternative to its continued existance.
I imagine our King sees the druids efforts as the best alternative, when not having another.
How can we, the representatives of civilization, stand with the druids when they take the field, alongside giant kin and werewolves. And of course we must be present, the glory of this victory should be reason enough alone.Therefore, if the Order of Aster can supply the necessary forces to replace the beasts, if we offer a united front and stand with them, then I shall argue that such would be the best alternative, and ask that Lord Immerdusk relay our arguments to the King.
The Kings banner cannot ever, be raised alongside monsters. It will undermine his rule. I propose we stand with the Aster, fight with them, and if we succeed, then have the best possible opportunity to bring the Aster and Eveningstar closer to the kingdom.
I for one, shall stand with them, and I invite all Crownguard members to join me in this regard.

I have not changed my mind. And I am not seeking to use the laws when convenient.
The lawbook has been rewritten, and when I read through it, those with either dragonic or out of worldly blood and their rights seems vague and unclear. If they are protected, so be it. If they are not, then I agree, we cannot offer them protection.
I was not aware until I met her last evening, that she was of dragonic bloodlines. Perhaps it is due time we ponder whether that registry is a good idea or not. But that is for another discussion.-If- they have rights, then what Wilhem did was a clear violation of the law. Unless they have caused harm, any citizen should be protected by law. If they do not, then he escapes punishment through such a clause, but we will then have to ensure all know, that such races, whether Wildwalker or Cabal member, have no protection under the law.
As to the banner of the King and the Monsters. I had sincerely hoped, that the House of Morning would stand true to their promise. But they have gone silent, after Lord Immerdusk asked me to get the agreement in writing. If we cannot make the House of Morning march, then sadly, the Wild Walkers are the only thing that holds back the Beholders. I will continue to attempt persuasion for them to remove the monsters. But unless we have an alternative, The Kings decision of allowing it remains the standing verdict. And if that is the case, then what choice do we have?
- We can watch, and hope they will continue to do what they are doing.
- Or we can do what we can, alongside them in some capacity, to see the threat dealt with.
Neither scenario is to my liking. But I see no angle left to play, beyond these two options, if the House of Morning remain silent.
