Allow certain individuals to hold and use illegal mushrooms

This vote is to allow councillors to name individuals able to carry the following illegal mushrooms. (and any future mushrooms found to have the same side effects)

Refined MadcapI will create a file with current names once this vote is through, should it pass. I am proposing any councillor can just name people, there is no need to vote on individuals. Councillors cannot name people who are currently wanted/exiled, or otherwise criminals.

Yes.
A councillor should provide reasoning though.
We don't want people just giving them out to friends because they like them they should have a valid use for them

While I'm not opposed to this, I feel like there should be some kind of vetting process before allowing individuals use of these mushrooms. We can't just give these to people without knowing they will be used responsibly.

Mushrooms do be growing in nature. Will you be telling those who walk the wilds that they cannot harvest and use such things? I am understand the want to harm the Low House and Ercole the most, but is this being the only way to do so?

Ursula, I don't believe these mushrooms are very common in the wild. I'm not sure if they are adding something extra to these mushrooms, or if they found some dangerous mushrooms somewhere and are farming them. I have not seen these mushrooms in the wild, and I was raised by a druid. Normal mushrooms are fine, these ones are not.

the vetting process is the councillors decide, and it can't be someone who is a criminal.
Anything else will mean we have to vote every day or so on if someone is ok to have them.

That isn't much of a vetting process. How do we know that they won't have side effects from these mushrooms? Are we just going to hand them out willy nilly to people like the lower house does? If so, how does that make us any better than they are? Also, what happens if one councilor says no to someone, and they go to another for them? Should we have a guideline set up that they must meet certain requirements before getting them? Also, those who do get them, should be monitored periodically to make sure they aren't having any of the side effects of these mushrooms. If them just not being a criminal is the only criteria, then we can hand these to almost anyone.

I understand your concerns Jenny, they are legitamate.
Some more specifics then.
If a councillor decides on someone, if -any- other councillor disagrees at all, for any reason, they cannot be added to the list.
This means the vetting process is the council being filled with people who are responsible enough to make these decisions.
No voting, just it must be unaminous, any disagreement and it isn't accepted.
Does this work for you, or do you have another suggestion?

We should make sure that if someone is being disapproved, it's for a legitimate reason and not just because a councilor doesn't like someone personally. For example, if I don't like sneaks, I shouldn't be able to ban everyone who is sneaky from getting them. There should be a legitimate reason, like they are known to steal from people, or they like to cause trouble and could cause problems for the realm. We want to be professional in those we do let use it. Does that make sense?

How about we say we allow:
Mages in the Precept Arcanum.
Mages in the Ravens,
Wildwalkers who cast magic.Then we can hash out some more refined rules for specific individuals. Maybe they apply and we decide case by case. I just wanted to avoid more paperwork honestly.

No one should be allowed to use these mushrooms! We have seen people turn into fungal beasts using these mushrooms and they lose their minds. Both Ursula and Sir Pierre were witness to this as well.

The mushrooms are either dangrous to use or there not dangrous to use. I may be inclinded to say yes to a handling licence for specicic purpose... but from what I've read about them no one should be using these things.

Be wary and remember "pride before a fall" is a saying for a reason... also seeing you turn into a fungal beast would be a most sad thing to see.

Most of the Circle are in agreement that these fungi may be started in nature, but are now being warped by something not of nature. Most also are agreed that they should not be eaten. The Circle of Wild Walkers will seek out where these come from, and what has been done to them. We are willing to accept the aid of the Precept and others in this task.

I vaguely recall one of the Lower House claiming they came from the Hullack. This was before the revolution and before the side effects of the mushrooms were known
This is coming from the Lower House though so likely untrue but it might be worth a look
