How do we make COA more inclusive to everyone on the server during slow periods?
How do we include more people in the stories and story hooks?

i really liked the way the caravan kwest allowed this to happen sometimes.
lots of rp, including with powerful, important pc's and low level newbies. great way to jump into the game without even being a part of a faction... just stay out of the way, listen to your elders, boast about your aspirations a little, and try not to get killed and support a little in the combat... you should at least be up a little bit of gold by the end of it.

'the concepting'
-periodic times on the server where a new major story arc will start, or players just all decide together to make new concepts and plan with people to do factions together.essentially, in terms of inclusivity, it is more trying to synchronize the players who are around to be on with each other at the same time, in stories that involve each other more.
-
as far as 'the concepting' could even try, if people were willing, doing 'random faction selection' and you are with the players you are with, and then try to concept together, so people get to play with people they have not as much, before. Could always remake and join another faction on death... in fact, maybe make that a rule lol can remake for the same faction during the same story arc.
the point of this would just be to like loosen the 'in group' ness of the server, by throwing different players who don't spend as much time together with each other... and hopefully, after trying different groups and combinations, people get a better sense of their own preferred playing dynamics, and group dynamics, etc
maybe this could be more for like a short 'in between' arcs high intensity short duration plots arcs, just to miks things up a bit...
could even be alts that are mains while people take a break from a different major story arc or something... like play in off weeks or something. -
and also, if done as an 'event', maybe people running it could incorporate concepts from 'ice breakers', especially if people are recruiting new people to the server, past coa'ers from a long time ago are coming back, or essentially we have a miks of players who don't know each other well, it can kind of create a kwik way for people to get to know each other a little better, build trust, build communication channels, or set healthy boundaries earlier on, etc, through greater familiarity.
