Minorities of Arabel

Not sure there are any elven cities close to Arabel in Canon.
If I recall correctly, the closest could be Myth Drannor, which is somewhere in Cormanthor, and is somewhat in ruins, but being rebuild after IC actions in v3.

I wouldn't worry about convincing people OOCly to the idea's merits or seeking OOC assurance on its future. Attempt what you want IG - and personally, I'd say it would be even more awesome and controversial if you do this with the specific IC aim of urbanizing these non-human races - now that's some non-criminal lawful intrigue if ever I saw some.
I say carry on with it, and dive right into the possibility of alienating the more rebillious members of these races to prevent the influence of those who reject the city's authority (like Erul'kan, <3) from recruiting more to their cause.

As I recall, Evereska (the only remaining Moon/Sun elf city on the continent of Faerun) isn't all that far away, although it works hard to keep its existence a secret, most humans thinking it only a rumour.
That said, they are rather close to the Anauroch, so it is quite plausible that they might seek contact with other nations and city states that border the empire of shade in search of allies.
With all the upheaval in Arabel of late, and the Shadowvar activity in the ruins under the city, and the shadowvar faction that has some interest in the rift, it is likely that rather than trying to establish contact with the city, they would just have agents in the area, watching…. could make for a concept.. But that is all irrelevant to the discussion.
There are unlikely to be any elven settlements in the region at all. The Kings Forest was, until recently, off limits to anyone who was not of the Royal Family, or tending it for them, and Hullack is not exactly elf friendly, so little more than a few small villages are likely to exist, and even they are likely temporary settlements.

Honestly one of the reason I want a Elven Enclave is the fact it will open up a lot intrigue options up for elves and change the existing dynamic a fair bit…. a nice lead up for a new version I feel :D
