Tynor goes to the library and researches contracts

Tynor goes again to the legal section. He pats the huge tome of law he missed somehow the last time on the laws of Arabel, but asks the librarian where he might find information on the parties that accept and enforce legally binding contracts.

Tynor is cordially informed by a passing High Arbitor that anyone may sign a contract. If both parties sign a contract, it becomes legal and binding. Anyone breaking the contract may be put up on charges for breaking it with the City Watch. Sworn oaths are considered contracts. Breaking contracts are considered serious crimes.

Tynor reflects on a time when contracts had to be ratified. But he is pleased by the response he got from the passing arbiter.
