NPC Location: Arabel, Alleys & Rooftops
Server Version: 8620

Issue Description:
Character level is 10. Quest cap is 10
Instead of gold or xp at the end of the quest, you get this message:
"Quest System: You do not get a reward for this quest as your character has 2 levels behind its limit."
