I am opening a file on Arden Vas after his insinuation of threats against the Crown.
He proposes to exact harm on Crownsgaurd officers who carry out their duties in collecting the registrar of magi.
He is a fighter of some skill, hot to anger and ready to fight at the merest sense of slight. He is part of the tea-drinking community formally known as the 'Fellowship'.
He is due for questioning on his intentions and wanted for threats against the crown. He is a low-form adventurer, so we should not seek out him whilst he jabs words in the distance.
One to be watched. Should his slights turn to action we will move swiftly to arrest, punish and whip the boy.

Update
He came to the office after I requested him.
In no uncertain terms, I informed him to pack up his little pity party. His tea-drinkers are barely above common rats and yet he imposes himself before the Crown as some even opposition.
He bemoaned some nonsense on freedoms but all treason sounds the same to me.
As a recent defender of the city I felt it improper to punish him openly before the public and allowed him some grace. I will not forget that he took up arms alongside me to defend the west gate.
However, should he continue along this path to certain destruction we can give it to him.
He is a simple fellow. He just wants to fight I think but much like a barking dog, he has confused his mouth for strength. His sword bestows a false sense of confidence on him and he forgets what he really is.
I have given the Fellowship a Tenday to register before we need take any further action.
I expect they will ignore our request.

Bring the barking dog to heel and lash him should he bemoan the wishes of his Monarchs further.
That said, the Fellowship provide services cheaply in the lands of many nobles and have thus gained their favor in such manners- letting many a noble family cut costs in guards and militia to let such do-gooders take on the role of patrols and Gendemarie for their lands.
Ensure this petty feud does not extend further.
