Perhaps magical tattoos of compulsion and slowing could be produced
For compulsions the blood of creatures good at afflicting the mind such as fey would be a good base reagent.
For more debiiltiating effects for those that go rogue the scales of Gorgons or Earth Drakes would do nicely.
Should the Skulls leadership comply and send the miscreants over this can be trialled upon them as for their betrayal it matters little if there are nasty side effects.

Efforts to obtain fey blood are being hampered by the fragility of most fey.
Trying to subdue them tends to result in their death.
Perhaps fey dust would work instead

Earlier I led several hunts for Gorgon's for their scales
With Mordecai and Rosa we explored the abyss caves and with Amakiir I explored the forgotten caverns under the mycelium. Unfortunately no Gorgon were found.
I have put a bounty on their scales along with earth Drake scales.

Another expedition was mounted into the forgotten tunnels by myself, Mordecai and Tristain.
Alas no gorgons were found but we harvested some elemental essence from a cave in the Helmlands, It may suffice for the purpose if gorgons and earth drakes are unable to be located

Efforts proved fruitful yesterday
In hunts led by myself and Amakiir both the earth drake scale and gorgon scales have been obtained
Efforts will be made today to obtain more fey blood or dust

I led an expedition to the redwood with Kald to attempt to harvest more blood.
A small amount was gathered but I believe dust may be more sufficient and easier to harvest

I expect the process to go as follows
Fey blood and dust will be added to the ink to increase its potencty to handle enchantments, firstly the spells of charm person, charm monster and dominate person will be cast to manipulate the penal scum to obey and not rebel.
The punishment part will be formed of gorgon scales, an earth drakes scale and earth essence with a spell of bestow curse into it, as they are all connected to earth strongly this should slow down or turn the victim to stone upon activation if they rebel.
No doubt some of the citizenry will find this cruel but I care little, those who rebel against their betters deserve harsh punishment

Tattoos could also be used to enhance loyal retainers to the nobility or crown guards.
Perhaps the blood of giants and other powerful beasts like the hides of dire tigers could be used to empower ones strength for example
