Vestments of Charity - No Charges

Found three of these cloaks today, they have Cure Moderate Wounds and Iron Guts at each 1 charge/use, but they have no charges with which to use those abilities. The skill bonuses are nice though!

it was in the Black Point event, I think? That's the one with the Lesser Maze Queen spider boss isn't it?
