He knows of a whisper of a Sungod relic that is the key to opening old vaults and wants to pay gold to find it
Seek him out.

He will be called for questioning and warned should he harm others he will be dealt with

Tass has spoke with him in the Faceless.
He says he is seeking a Sundial of the old sun god believing it unlocks something in Deadwell.
He will still be questioned and warned over his threats though

Rhuul was in the smuggling tunnels earlier after I made a sending to explore them for a relic of a Sun God.
Upon entering, Myself, Conrad and Leona were attacked by powerful shadows and during the fight Leona and Conrad fell, Rhuul was watching and not helping with the undead and when Leona fell took her unconscious form. I caught up to him holding her by the throat and threatening her over Deadwell before he put her down.
He then said he would be leaving the ruins with a tome he found that kept the shadows from attacking him and if he couldn't leave he would destroy it and everyone would perish. I told him there would be no negotiation with him as he had driven the undead to attack us
I used a rod of seizing on him to try and take the tome but Leona attacked him and subdued him and took the tome herself.
Another cultist appeared and escaped with Rhuuls unconscious form into the shadows and myself and Leona took Conrad to be raised.
Leona handed me the tome which is written in a language I don't understand and appears to be missing some pages, likely ripped out by Rhuul.
The tome has been passed to Maire of the Lathanderites to study and recover the missing pages but Rhuul seems intent on threatening me.
Should he be foolish enough to attack me the pages will be claimed and he will be sentenced accordingly

Rhuul has been making threatening sendings demanding that Grave Dust from the battle of South Horn is taken to him at the Forest of Eyes.
Due to Izereth sending to meet people there before a possibility is they are aiding each other.
He should be brought in and questioned on this

The House of the Morning slew him in Eveningstar.
I don't know the full details and if his crimes were worthy of death as personally I saw him as a simple thug with little glory to be earned from dealing with him besides making sure he didn't threaten Bospir
