For tolerating traitors to the entire Kingdom in Eveningstar I call Tristran to review
I went to his discussion on the silence and found Ercole and Jim there, Treth and Jace can confirm this.
He was notified of their identities and that they were wanted by the Crown but claimed they were on parlay and would be protected at the meeting.

It seems Ercole has fabricated some story that the tools the Precept use to hunt strays that have become dangerous, and they are going to make it realm wide that no wizard, divine caster, or anything other than sorcerer can use magic. I asked if he had proof that this story wasn't fabricated by Ercole. He said he didn't. But the fact that Ercole brought this "proof" to his attention, is proof that the Precept is going to nullify the weave to everyone. This seems a far-fetched accusation, and that's coming from someone they call a "mundane". In addition to his other sins, Tristan seems to be a gullible fool and that is not good for a representative of the Council of Peers.

That does not change the fact he protected the most wanted man in the Kingdom and threatened myself and Treth with exile from Eveningstar if we attacked Ercole and instructed us to leave before Ercole did.
Thus allowing him to go back into hiding

This situation happened during a time of war, Tilverton had us join their side. Then the Murrain had to deal with threats around the realm to pay for their crimes after the war. Taking down wanted criminals, beholders and such. Yes, they were granted a temple, at the generous gifting of the Duke for aiding the Ravens. Since then, they are all dead now. So unless you decide you want to go to war with Arabel and Tilverton over the Lower House, bringing this situation up seems pointless.

In my lands, when there needs to be talk between tribes at war, each will cross the mountains to meet in a place of choosing. There, they do speak and make deal and exchange of prisoners and, sometimes to make peace, offer brides. This is being what you call 'parlay'? If this is being such, then you cannot be attacking at these meetings. To do so is to be angering the spirits of your land, the gods of your faith, and bringing great shame to your clan.

Unless the House of Morning selects a new representative, Dawnbrother Tristan will not be expelled from the council of 12.
That said, their majesties are displeased that you hosted the Lower House.

It should be noted Tristran also refused to aid against the Lower House during the rebellion a few days past
So when we consider he has hosted and protected the Lower House, Refused to aid against their rebellions against the Crown and believes every bit of propoganda they spout we should likely strongly consider they may be part of the Lower House.
I suggest they be interrogated

If he is not a traitor he can prove so by supporting crushing this rebellion harshly and voting for it, Or deliver this Vlasko to the cells since by yours and Izereths statements he has been aiding the Lower House.
Should he refuse to do either he should be seen as a traitor

Ercole simply grabbed one likely from around Colinwood and locked them up and made up a story to say the council sent them at him.
