The Precept Arcanum demands justice against the woman know as Evelyn Stillwater.
As you know, the Precept Arcanum is currently in charge of keeping the peace in the Historic District. A privilege we earned, and until their Majesties request our leave, we will do our duty.
Due to Stillwater's actions towards our family, and until diplomatic talks with the House of Morning could be had with someone else than this xenophobic madwoman, we elected to ban them from the district until the matter was resolved.
The woman has no respect for authority or order and tried to forcibly enter the Historic District. Bloodhound Balorak confronted and requested her to leave. He was accompanied by two of our Bloodhound brothers. Instead of leaving without causing trouble, she assaulted them, murdered two of the bloodhounds and seriously wounded Balorak.
The woman must answer for her crimes, that being two counts of murder.

I will remind you it is actually Eveningstars laws that anyone they deem a foul race cannot enter the town
Creatures descended from tainted and evil beings, including by not limited to Devils, Demons, and other fell creatures are not permitted in Eveningstar and the lands it protects. ((Anything with Eveningstar in the area name etc)) unless expressly given permission for set duration by the House Clergy or Soldiery of the Temple. They face exile and are subject to execution should they not abide by the mercy of a life offered elsewhere.
I expect Balorak was exerting pressure to have this law revoked at least for the Precept.
We support the Precepts call for justice.
What are you plans Ydira if the House of Morning will not turn Stillwater over?

Logic would dictate we see her judged for her crimes. A trial may be required? I will be frank with you, however, emotions run high currently and her execution would be most satisfactory. She brutally murdered two of our brothers who only sought to expel her from the district. The woman is a menace and should be exiled at the very least.
I will discuss the matter with my brothers and sisters.
Perhaps the Greywatch would care to weigh on the matter.

Councilor Ydira, your outcry for justice for your fallen comrade is commendable and I am sorry for the Precept's loss. However, it is misplaced. You keep saying murdered, and framing Evelyn's actions as the aggressor here, but neither you nor I truly knows what happened on that day.
Do not fret however, as there were indeed witnesses to what happened that day, which is why you do not hear Dawnknight Theron or I chastising DawnKnight Evelyn and demand she make amends to the Precept. Mister Ercole was in attendance, and if you have further questions you can go ask him about it. Yes, Evelyn did stop by the Historic, and yes, the Precept member and two other Precept guards came to confront and stop her. Though it should be noted that the Precept do not hold any legal policing actions inside the city of Arabel, and the historic district is lawless aside from those who wish to go there and try to establish some kind or order therein.
Witness accounts testify that Evelyn was actually the one attacked and defended herself, and left the historic district after the fact. She was then challenged over sending for all to hear, by Balorak, to a duel to the death. Evelyn won the duel, and offered Balorak yet another chance, but he refused. And so, she killed him.

Are you saying Evelyn was unable to not just flee or strike non lethal blows on the Bloodhounds?
It seems to me she chose to fight and kill them.

Let's not get into an argument of "what ifs". I can easily say "Was the precept unable to not just decide on against attacking Evelyn?"
She chose to defend herself. This isn't a matter of Council business or a threat to the Kingdom either.

As for authority, you do see our Bloodhounds guarding the district, yes? A month or so ago it was greywatch, and before that, militia. Are you claiming they neither had authority? The District is under the protection of those who have earned it and since we are the ones guarding it now, we EARN the right until their Majesties choose otherwise.
Your knight chose to murder our brothers. She could have left peacefully but she chose chaos and murder.

I do not care about Baloraks death (though it does sadden me) he submitted to a duel to the death, and lost. That is what happens.

The knight killed them.
I have a question to ask of the council:
If one of the precepts members who carries a bloodline Eveningstar has banned from entry, was to enter Eveningstar.
If then their knights attempted to forcibly eject them from the region.
If in this process, two of their people were killed.
What do you believe would be the outcome of this?
I asked this same question the knights themselves - they admitted that it would not end well for the one(s) who killed their people.
I do not claim to tell you what to do, I simply provide this information trusting that the council will treat all of it's members fairly.

If the House of the Morning will not turn Stillwater over to the Precept to face justice, I am certain I can rustle up some support to bring her in by force if needs be
Its really in your best interests to hand her over, to prevent any more embarrasing bootlicking incidents

If the same thing happened in Eveningstar then the people involved would probably share some of the same feelings that the Precept do now. But we would not involve the council as once again, this isn't a city matter. It's squabbling between the Precept who has issues with a law from another village and them projecting their outrage to it here in Arabel. It's petty, it's dumb, and it's not a council issue.

I seem to recall a very large file on the Murrain where a bounty was demanded on them for mistakenly killing a follower of Lathander during the war and then killing a traitor who was spying on them for the House of the Morning
How is Stillwater killing two Bloodhounds any different, besides you like her and you dont like the Murrain
I would suggest you turn her over to the Precept to face justice

Tell you what Pierre, you turn over the Murrian to rot in prison and I will vote for the same for Stillwater. Otherwise, a penance as the Murrian were given seems fair.

Well for starters, Evelyn was attacked and defended herself. She was not the aggressor against an innocent, cut their throat, then try to dispose of the body down a river.
Secondly, Evelyn is not part of an organization that -Attacked the city of Arabel-.

The Murrain killed people in a -War- that the House of the Morning started
Stillwater killed people because she chose to not just leave the Historic district which the Precept control when she was told to depart, there is quite a bit of difference

How about restitution of 10000 to be paid to the Precept for the deaths of the Bloodhounds and an apology to the Precept from Stillwater in the Sanctum in person

There are no reparations to be paid for that.
Eveningstar does however still owe Tilverton 25000 for that war you started and lost, That we are giving you time to pay.
Keep being faecetious and I'll advise the Duke to demand quick repayment even if it bankrupts the Bishop.
Stillwater is not getting away with her actions and you will not cover for her.

The difference, Pierre, is in who attacked who. But we can certainly explore that avenue if you insist.
As far as the Order of the Aster is concerned, this matter is settled and over, but if the council will not let it rest, we can certainly discuss what reparations the Precept owes us for their attack.

This matter is not settled until the woman makes an apology for the death of Bloodhound Kadiz and Roland, and the head of Belorak is returned to us for proper burial.
The woman defiled the body of our brother and his soul will not rest until he is properly put to ground.
