Hullack Forest Relations

Greetings fellow Councilors,
As some of you are already aware, the Hullack is a dangerous and untamed forest within the Kingdom of Arabel which stretches far into the realm of Cormanthor. To say it is untamed is an understatement. It is likely one of the most dangerous regions in Toril, and all know upon entering that they do so a risk to their person. Recently an orc warlord has taken up residence, there are countless goblins, bugbears, and giants, not to mention the Veluuthra Man-Hunters, and all matter of dangerous wildlife.
It has also come to pass that a group of Malarites, lead by a druid who walks the Hullack called Asbeth, that hunting practices of city dwellers have largely steered towards disrespectful in nature. This in combination of the above, led to the formation of a blood tithe. Any who cross into the Hullack Forest are forced to pay it at the point of a sword.
The Ravens of Tilverton saw opportunity in this, and offered assistance to the Hullack Rangers. For an exchange of coin, we would regulate adventuring activities within the Hullack, and ensure the blood tithe was paid at the border. This agreement has worked, baring one small skirmish in which all parties survived and the Ravens were able to de-escalate hostility between the Hullack Rangers and the Precept Arcanum who, even in our own files, label these fair and respectful druids as savages.
In an effort to keep the Kings Peace, myself and Councilor Ethel spoke with Miel, the leader of the Hullack Rangers, in an attempt to alter the contract to a more fair and inclusive deal. Miel has offered to speak with the Malarites on the councils behalf as we attempt to come to a fair conclusion. As many of you know there is only one current church dedicated to Malar, at the center of Arabels richest district, and of course a small shrine in the city of Tilverton.
We propose a shrine to Malar within the Hullack Forest near the border that one might pay proper respect to. One may then offer tithe there upon entry, and the crafting of this shrine shows respect our city has for the god of the hunt. The details of this deal have yet to be flushed out, but are in the works. I had promised Councilor Gareth that I would bring light of this exchange to the Council, let it be known Benjamin Rawen is a man of his word.

Adventuring in the forest need not be regulated. These Malarites do not own the forest, and have no right to demand tithes of any kind. If they attack adventurers for hunting then they are enemies of the city to be dealt with in the same way as these orcs.

Aye, let's maintain the peace, how about the next bunch of unwashed pig shaggers that starts demanding blood from the tilverton ravens gets a grand castle in the stormhorns commanding fantastic views of the entire region.
Just because some god of dirt says they own the place doesn't make it so, and maintaining the peace doesn't need to involve building a place of worship for every filthy bandit that works the roads.

Words have reached me that the Malarite known as Gwyn has departed from the region, let us still encourage adventurers to offer tithe to the spirits for safe passage. However, lets forego the.. blood sacrifice. A suitable example, is the tithe offered to Umberlee whenever embarking on a voyage.

I myself will be willing to collect the supplies for contruction, and paying those who help.
Another request of mine is that it is built on the Hullack end of the Masoner's bridge, right inside the Hullack itself, that way those who travel cannot feign ignorance of donating to the Forest and Spirits. I would also like it to be required to donate to it, but seeing how the blood tithe went, it is more up to those who travel if they wish to ignore the Spirits and the Forest's needs.
If the Council or you want more information on this please let me know. I will most likely go ahead with this project however, even without the City's aid. The Forest needs the help, as you've seen Councilor and I need to do my best to do just that.

This shrine if successful, may be added to other wild areas. An excellent way to bring more harvest to the kingdom, whilst pleasing our elusive Wild Walkers with cooperation. Obviously, I am bias in suggesting the Gold Leaf merchant group as crafters of this project. However, I am aware Tilverton wished to propose their own as well.
Let us summarize what is required:
- A builder, skilled with stone and wood craft
- Wood for supplies, type pending on the builder's suggestion
- Construction rock, can be mined from Hillmarch
- A Wild Walker to bless the shrine, offering first tithe
- Perhaps a poem, or something else artistic, to elevate the beauty

We recently came to a fair and just conclusion which de-escalates our situation as well as shifts responsibility from the Malarites to the Council. So I must ask, why does the Precept wish to undo the hard work the above councilors have done?

Bloodhound Hunnar is investigating the matter on behalf of the Precept. A number of our people have been attacked and threatened by them, and it behoves us to investigate these blood sacrifices and whatever rituals may be involved.
My uncle is well within his rights to ask all of these questions, and if your friends in the forest are so faultless then they have nothing to fear.

If I had to hazard a guess, the rich lads on the block don't like getting their cheeks slapped by a singular ranger for being unwilling to touch grass in a forest.

Aww, did I strike a nerve there little socialite. The about face is transparent, if you had stones you'd have gone and dealt with it yourselves instead of waiting so long. You're five agents strong, and you couldn't handle a single ranger in a forest.
If the fire brigades acted in the same fashion, we'd have to wait for winter for the houses to stop burning. Get your acts together.

Anyone get murdered, any coin taken, was a bounty posted? The Greywatch are a Vigilante organization, did you try asking the palace authorities? I got murders to investigate and Orc hosts to deal with. A fight between adventurers shouldn't require a judge to sanction you to handle, or was stalling always the tactic for this sort of problem?

This discussion is on the topic of the Hullack, the Ravens of Tilverton stand with the Hullack Rangers in its protection. The Council has decided to erect a shrine near the entrance in an effort to encourage tithes to the Hullack. These are positive changes which will bring our peoples and nation closer together.
Do not ruin this.

It has already been decided? Were we asked to vote on this matter? If tilverton wants to build its friends a shrine why even involve the council at all. Brutus has already made it clear that the hullack rangers are not, and have never been a threat.

Since you seem intent on appeasing these filthy savages, and for whatever reason believe shrine construction to be a council matter, I have conversed with Hunnar and he has agreed to cancel his investigation.
This sets an ugly precedent, where a councillor uses his position to convince an investigator to ignore a possible crime, and if indeed a crime has taken place I feel we must collectively shoulder part of the burden for allowing ciminals to work unmolested.
My own uncle will not look me in the eye after this, and a great dispiritedness has fallen upon the Goldcrown clan, one that I must personally correct.
This, I hope, will convince you to stall destroying the gem, and allow me to inspect it, that I can ascertain its true purpose.
