End quest reward chests are set to 75% spawn rate

Time: https://www.timeanddate.com/Issue Description: Not too sure if this is a bug, but don't know where else to really put it. Currently the reward chest waypoints are only set with a 75% spawn rate instead of always having at least 1 chest spawn with rewards.

Noticed this with Sewer Goblins yesterday. In addition, the end rock pile in some 4-6 quests is sometimes locked.

And when they're locked, not even knock works to unlock them. So there is a chance even if you get a loot spawn, you don't get loot.

v6940: If they only had 1 treasure spawn point, it's at 100%. If there is more than 1, then one of them is 100% the other is something else. Quests adjusted:
