Immersea is currently governed by a pleb nonhuman mayor and security is provided by pirates.
It seems the pirates were brought in to assist with Saugahain raids on ships and trade and now all but run the town
The Gilded Scales trading company seem to favour this Admiral Chermosk and from what they have said hire her men for security on voyages.
A way to remove them is needed, Perhaps if something could be found on the Sauaghain to implicate the admiral in using them to establish herself
