Sentencing of Regil, the Traitor Gnome of Gondegal

As instructed by Count Beliard Immerdusk, I hereby record the sentencing to Mr. Regil, the traitorous gnome of Gondegal.
The Gnome has been found guilty of the treasonous attack on the recent Crown Guard ceremony in front of the Palace. He is believed to have been the driving force of a number of treasonous spouts of heinous attacks of self-proclaimed "Revolutionaries" that have resulted in the deaths and misery of many of this country's most vulnerable citizens.
As the Count Beliard Immerdusk has decreed, Mr. Regil has thus been sentenced to join the new Penal Service that has been established by our esteemed Captain Farmerson, the Hero of the Crown Guard. It is through the personal responsibility freely taken by Captain Farmerson, that Mr. Regil has been spared from execution.
For as long as Mr. Regil may remain part of this penal service, and until his reformation to an honorable citizen of this nation may be been successfully completed, it has further been decreed that he shall wear a jester's outfit, and serve Captain Farmerson in the capacity of being his personal jester.
As by the Decree of Count Immerdusk, If a militia or a member of the crown guard ever sees him out of this jester's outfit, Mr. Regil shall be found in dereliction of service. Furthermore, Capatin Farmerson will be found to be directly at fault for this.
Finally, If Mr. Regil ever commits a crime ever again, Captain Farmerson will be found at fault. When the gnome is in the company of Captain Farmerson, he shall be the Captain's jester. Captain Farmerson has, in turn, guaranteed that the Gnome will commit "no crime" for as long as the Captain is with him.
[A note in the margins:] Please note that this decree of Count Immerdusk most likely constitutes a legal precedent for the legality of the Penal Legion as an institution. As I was informed later this same day, Captain Farmerson has further forbidden all of his common born Crown Guards to relieve any member of the penal legion from their duties without first obtaining his explicit approval.
