Investigation: Hillmarch Incident

I have heard rumours that a while ago there was an incident in Hillmarch where a member of the Precept was said to have led fiends into the village and innocents died.
I do not believe they were held accountable for such.
I will enquire with adventurers and the council if they know who was responsible and see them brought to justice
I hope it was reckless endangerment and not working with fiends.

I have spoken with Valarious and Jenny.
Val believed the Precept member was Treth.
Jenny confirmed this and said the council had a file on it.
It seems that Treth made a sending to investigate the Hillmarch mines yet no one came do he went alone and eventually had to flee due to the number of fiends present.
It is reported that he drank an invisibility brew yet was followed by the fiends into the village.
Although some villagers did get inside to safety others lost their lives
The lawbook states that death through carelessness counts as murder.
I believe this is valid here as Treth went into a dangerous location alone and had to flee.
Whilst I do not believe he intentionally caused deaths and a penalty of execution would not be fitting that reeducation and restitution to Hillmarch is suitable.

I'll speak with Valarious again and other councillors to see if anything more can be learned and then send the charges and suggested punishment to the council

I've spoke with Val,
She said from what is in the Precept files the massacre happened after a now missing priestess known as Pelagia arrived at the village.
A fight broke out between them and whilst they fought the fiends rampaged.
This is quite clearly murder of the villagers by carelessness by both Treth and Pelagia, However Pelagia appears to be no longer in the lands

I asked Val if she had any idea what happened to Pelagia as she was involved in this incident
She informed me that Pelagia was last seen on a job she did with Val and the Lower House to try and capture the dark dwarf Dourhand that has been working with the Precept.
They failed to capture him and Val and most of the Lower House were ransomed by Dourhand to Ercole.
Treth and Izereth however tied up Pelagia and this was the last time she was seen. It is Vals opinion Pelagia never left the mines alive after the attempt on Dourhand
