Dragon Marked Amnesty

The Storm Horns Dragon Spirit is responsible for any assault those afflicted by its Mark will commit on the ones targeted by the creature. They are to have amnesty for their crimes as it is in fact the crimes of the dragon controlling them. They are to be subdued should they lose control, and isolated away from the targets until they regain their wits. They will be asked to avoid contact with Sir Pierre Cambrian, Jace Throgmorton and the Magus Adanja Nikos at all cost until the mark can be removed one way or another.

If they are too weak willed to resist it like Ichabod they should pay for their crimes

They suffered this mark for assisting, some leeway would be fair.
If you extend this to our sibling only, it is understandable as he can resist. Or at least makes the effort.

With this vote passing, if those who have been marked do something quite dangerous and harm or murder people, the Council will be held responsible for allowing them to walk the streets. If they are unable to resist this dragon's control, then something needs to be figured out on how to get this mark removed or make their resistance to him stronger.

At the very least Pelagia should be brought in by the Precept and her magical abilities supressed if possible
By her own words she planned to try and murder me with ice storms openly anywhere I went for requesting she apprehend Ercole who along with his men assaulted and maimed Therku
Hanee has the sense to try and flee when she sees someone she may be compelled to attack, Ichabod can resist the compulsion

I've figured out what can be done, it's no great mystery and requires no elaborate ritual.
What has been taken is returned, and the theives ask for forgiveness.
