I played a Scout long ago on this server. What you describe is not new.
When this happened to me i learned to adapt my actions to suit the pace of whatever party i was working with. Some traveled slowly and some rushed ahead in a reckless fashion.
We often used a two scout team to speed the progress of the party. One scout out in front searching and removing traps and the second to support with covering fire in the event the first scout was detected and to relay messages from the lead scout to the main party. The second scout would often collect loot to alow the lead scout to keep advancing. Wilderness areas we would spread out to clear a wider path.
We adapted to suit the situation.
Probably the fastest and most competent rouge ive seen on CoA was Perin Swampleaf, with Dillon Ross a very close second. Yet even with the fastest of scouting methods you cannot always keep pace.
We then went into what we called "Scouting from behind mode". Which was simply following along behind, using wands and kits, collecting loots and flanking things from stealth. Not as glorious but still usefull.
At least untill the front ranks stepped into something really nasty. Then they would suddenly remember you were there and even what your name was.
Be patient and adaptable Oni, scouts are one of the most versatile of classes. You can use stealth at will, you can use wands and flanking sneak attacks rule.

I would imagine the "Old" MW armors and such would still function as they did before. You would however no longer be able to enchant them like before or create new ones.
Eventually these items will disapear to crashes and characters quiting/dying ect.
It always amazed me how many suits of MW Full Plates we could craft and sell every month during the time i was with Trystans Trade.
I am sure that now only a small percentage of them are still floating around the server.
Making these items sellable to NPC merchants would hasten their disapearing, but is likely not needed or worth the effort.

We are all adjusting to the Servers new reality wherein players can affect more changes than in past versions. Many players are wanting to make their mark upon COA.
The problem is many do not know what the DM's are going to respond to, myself included. In my case i try to keep my long term plans open to adaptation. For the changing situations and suprises the server keeps throwing out.
Because i don't have a clear picture of what you are looking for i will try several approaches, if they get no responces i try something different. In all my attemps i try to involve other players hoping something will "Catch".
I chose to support the Cook Out when i seen it was being canceled. I do't really think it was intended to get NPC farmers drunk. It was an attempt to involve other players. Something that's not always easy to do.
