It was the circle of the white stag, with, I think, Hope was the high druid. She was later ousted by Erux, who was replaced by Nessa.
11. What was the first druidic circle in v3 and who formed it?
That would be Gurm, Pardil of Ershir and Pingulina. The circle stayed unnamed until much later. There was no high druid (that I know of) until Gurm took the mantle also much later.
20. Who were the main stars of the Selunie Soap Opera?
Now this one, I'd like to know the answer to :)

I thought this was Buurk, the shifter who could turn into a dragon and would take on hordes of Purple Dragons to keep the bear population stable.

Santista's Borys/Rrrobert. He actually played them as 2 separate PCs before he got the werecreature skin. He would log in as one, have one personality, log in with the other and have a different one.

Krystin Cross? I walked a wide circle around this. It was good for some players, but I intentionally kept out. Didn't it include the Bresks as well at some point?

I'm not sure on the post count, cause Moloch's numbers are higher than I thought, but the top 3 are definitely Moloch, Seth and Gurb.Highest ranking Purple Dragons were Jesse Carter and Baba, but I believe Jesse Carter may have even gotten above Constal - he was so influential and powerful at this point he could transform into a dragon at will.
Erux formed the druid circle, and held trials of combat to determine who would lead it - Hope challenged and lost, making Erux the founder and first leader of the first circle in v3.
In v2, the leader of the druid circle was Buurk, the level 18 druid, who is also among the highest levels ever, the other three being Torin (mithrandir99) a level 18 sorc, Ettore the level 19 (possibly 20) paladin and Elaida, who was the original owner of the tower in central that now is the Mage Guild headquarters.
Vlad and Sorcha's old tiefling cleric of Selune were the stars of the Selunite Soap Opera in v2. The shrine would later be converted into a shrine of Tymora at the start of v3, and Kaz the Dim would be replaced by Parner.
Coolest bad guy ever was Gino Cain, no contest. He has a wine named after him in the Pride of Arabel still, where he resided and made plots before even DMs ran plots.
There was a definite story leading up to the wipe, but the wipe-day itself was mostly unbridled madness. The character that caused it though was Xania, fallen paladin of Lathander who was played by AngrySquid. The PC died, he became a DM, and the character was returned as an NPC who caused the end. Her main henchmen were Vorodor (Sturmer), Marku (Markoso) and Taliya Edgewise, who was good, became evil to help her, then turned good again to help fight her in the end.
The PC that survived the wipe, yes, was Moloch's Red Wizard (the very first one). He didn't transfer to v3, but certain PCs were made NPCs - Illiandran (17 illusionist), Lokarn (17 barb).
The cutsie-halfling-speak (which was a plague) was started by Merin Eversor, the gnome sorcerer, and was quickly adopted by Tink Edgewise who made it popular. Every halfling on the server adopted it, but the most ravenous were definitely the Rayna Trans twins.
DeSyr was a v3 character I believe.
Santista's guard was the first lycanthrope I remember.
Highest levels ever were Elaida 20 Wiz, Ettore 19 Paladin, Buurk 18 Druid and Torin 18 Sorc.
Draco was the original high ranking Purple Dragon and highest ranking KotMS (yes both), who had the green hair, who Jesse Carter always called "Boss", even after surpassing him.
James Bond was Wanderer.
Azzmodan the elf high war wizard necromancer married Kossuth before becoming a DM.
Agrafes had broken the player ban record within a week of becoming a DM.

I played Krystyn Frazellen, in charge of the looniebin, and when I went on vacation for 2 weeks, one nutter, Ailien somehow got some others to buy into them being pregnant vampire wannabees who proceeded to go fullterm at 1month/RL day and popped out a couple hin PCs that were supposed to be their children. The Bresk connection was that Krystia and Krystyn were sisters and we later played the bresk sisters in V3.
The main characters were Krystyn (looniekeeper) Vlad (angsty loonieguard) Ailien (looniewackoOMGwtf) and two others who still are active and wont embarrass by mentioning their involvement in it.
Oh, and our pet drow who we were trying to reform.
