Times grow darker. The Military roams the streets. Those who show their displeasure are charged with every crime in the book.
There are many that disagree with, and despise the Chancellor, but few that stand against. Those few, while hardy, while unrelenting in their fight for freedom, can only do so much against a power so large. Until a time where they can bring the tyrants to their knees, all they can offer is refuge, and a personal freedom.
If the Military beats you and fines you for walking of a night, if the Chancellor puts you in a legion collar for speaking against her, if you wish to find somewhere you can be free, until a time where Arabel is the city it can be again. Follow the Eastern winds.
From the East gates of the city, follow the road, branching off south as you near Eastway, into the graveyard. Clear the path of the foul undeath if it lingers, and in the corner of the cemetery, you'll find a portal revealed to yourself. Bring a portal stone, or a gem if you must, and utter the phrase EastWind. The Temple of The Helping Hand is open to all who's paths do not cross those of others. You can lay low, be free in your speech, and unshackled from the fear that Tyrants spread among everyone they can.
While isolated, it is connected to the Portal network, so you are never far from work. Yet, if you find yourself unfit for it, or incapable, assist as you can around the temple and its grounds, and you will be fed and kept warm for however long you must stay.
