Turn it around so the whole idea of Hedge Magic and regents is actually the grand plan of some evil wizard who's main goal is to convince people to do ''rituals'' with ''regents'' for some grim and forbidden reason.
There are no regents, there are no rituals - it's all just a crazy joke / dream.
On a serious note:
I don't really see an issue of selling / bargaining with Regents, but it got really silly when the world and his mother were doing rituals to solve everything as has been mentioned - it almost got to the point where it felt like you HAD to go and find the regents to do ANYTHING, but that was more a problem the playerbase made for itself than anything the DMs did.
Anything that spawns will get farmed (see crafting way back when), the placing of spawns in dangerous places just leads to high level people going and crushing the spawns and taking the regents.
Suggestions would be to have the DM dropped only - but then that removes the idea of not having to have a DM online to get them.
Make more people die if the rituals go wrong / make the rewards greater if they succeed but make them harder to do but..
Anything that involves a high DC to solve (Lore, Spellcraft etc) will naturally favour high level characters, and we all know that high level doesn't necessarily mean ''good / well played / interesting''
Or why not just take them out? Doesn't seem like they have worked as intended, so why not try something else to promote the hallowed ideas that are Adventure and Intrigue?
There is a lot of responsibility on the guy who is the head of the faction to keep it viable!
I think a lot of factions have existed in the past simply ''to exist'' and have no done anything at all, however there have been some (the Iron Anvil in it's early days for example) have become a real force on the server. The more of these the better! Really give it some thought when creating a player faction - is it going to be fun for your and your enemies or just a place where a bunch of people write letters to each other.
A player faction can be a great too for both the people in the faction and those trying to bring it down. Spies, liars, sneak people all trying to get into the faction to mess it up / uncover the secrets with it etc, or someone trying to oust the head guy and replace him.

If there's a group of you, I have never seen a noble house of high class thieves and smugglers before. I'm talking like, mobster-like stuff. The Godfather FTW. I think one of the noble houses you used to be able to app for MAY have been kind of like that, but I can't be sure as I wasn't around that much back then. Still, it's a type of thing I havn't seen much of; most of the thieves and smugglers I've come across are either freelance or make up a small gang. Never a NOBLE HOUSE of a prestigious family made up of smokers with wheezy voices who enjoy their spaghetti and wine and the occasional beating of someone who's about to sleep with the fishes.
If this sounds like something you'd like to do though I'd mull it over with the DMs, I'm pretty sure if you add your own INTRIGUEing spin on it, they'd be up for it. But then again, I'm not a DM.

I don't think there needs to be a forum for explaining why you've been banned / had a character deleted.
I'm also not sure about an announcement stating if someone has been banned, it seems a little bit much. There is nothing big or clever about ''naming and shaming'', seems like rubbing salt in the wound to me!
There may need to be some form of posting if someone comes onto the forums all guns blazing telling all and sundry how lame the DMs are and stuff - it's good for the people playing to know the truth about stuff like that.
Not until you guys can pay one of us about 20,000$ to take a few months off and do nothing but rebuild the entire module from the ground up.
That's cool, I'll do it.
