Civil War style conflict between different noble houses and factions is awesome. I used to love the feeling in v3 of walking into a different part of the city that was controlled by a different faction at war with the others; with the guards being paranoid and wondering if I was dealing under the table with one of the others. If you're walking too close to the edge of the district, you might get caught up in a skirmish; and each faction has it's own unique flavor.
Dream CoA then would be like what others have said- GoT style breakdown where Noble Houses are at open conflict with each other. Maybe make Eveningstar and Eastway a little bigger and more interesting, and turn them into headquarters for two noble houses, and have Arabel in the hands of another, all evenly matched and vying for control of the North- maybe all of Cormyr. At the same time, make lesser Nobility easier to app for, and suddenly even PCs and player factions are in the fray, trying to build up a house that can challenge the larger ones for the same prize.

I think people has it right there. When appless subraces only lasts a week, of course you'll see a massive swarm of people taking advantage of it. For people who don't like to app, they see it as a rare chance to get to play something special, and they rushed to take advantage of it while it was there even if they didn't have a fully fleshed out concept. If more subraces were moved to appless or "app-lite", there wouldn't be as much urgency to seize the opportunity, and you'd see less swarms and more well-thought-out and lasting concepts.

I think with certain subraces that's actually fine. Given that both werewolves and wererats are actually supposed to be fairly common in-universe (especially considering that there are a lot of NPC lycan groups around Arabel that are presumably spreading these curses), I'd be all for seeing those permanently moved to a "mini-app" status.
Having those be easier to get actually gets the players to start thinking of lycanthropy as the scary problem it's theoretically supposed to be in-universe. When you OOCly know that a player has to go through a full-fledged app to be a lycanthrope, you're not too terribly worried that you'll end up with a large number of them- but given the viral nature of lycanthropy, your character actually should be worried foremost about the spreading of it. Having them easier to get creates a little more of the "paranoia" that anyone might secretly be a feral beast, and lends itself to cool concepts like the Tammarasts pushing law changes and tests of purity.
On a similar note, dragonborns also don't get that much of a bonus on a regular human and should theoretically be a pretty easy app, but the mere fact that you have to app for them (and apping can be intimidating) means I never saw any of them outside of appless week. I think they could also safely be reduced to a mini-app status without CoA suddenly becoming "City of Dragonborns".

Strange, for the last couple of weeks I have actually noticed a lot fewer evil PCs and an overwhelming amount of good ones. It tends to go through cycles. One side gets strong, and then players making new characters think it would be interesting to oppose the strong side and they make the opposite.
I think it's pretty harsh to be bringing any single player into this. I don't think there was anything wrong with the Warden selection. On on side, you had a character that had done a lot, pushed many plots, involved a bunch of players, and obviously stirred up a lot of conflict. When pursuing the nomination he pushed more plots, involved more players, and stirred up more conflict. He was opposed by players making a post saying they signed their names to a piece of paper. The NPCs are unlikely to give too much weight to the opinion of a handful of adventurers in a city of hundreds or thousands. They're looking for someone with deeds to their name who's proven that he can accomplish things to make the city better. The DMs are going to be looking for the player who's doing the most.
As for the server losing it's fun factor. If everyone wants to play evil, doesn't that mean that evil is what everyone finds fun? Let everyone play what they want- so long as they are playing in a way that encourages fun for everyone.

No other games have problems. I've also tried downloading the Haks for a different server and I have logged in there successfully, so it's gotta be something CoA-specific, but I have deleted my override and hak folder a couple different times and redownloaded without success. I've also tried logging in with characters that should be on the Road to Arabel, which I am told I should be able to access even without haks- and I have no luck. It doesn't even get as far as the "loading area" screen.
As far as I know, the CD keys I am using should be fine. They are the same ones I had before and are entered correctly.

Crashing Problem
I've tried everything I can think of, so I'll take any help on this that I can get.
I reformatted my computer yesterday and redownloaded NwN from GoG.com. Replaced the default GoG CD key with my unique one. Ran the Critical Rebuild, and used the Auto-Installer to get all of the Haks for CoA. As far as I know, all of my drivers are functional and up to date. My firewall is set to ignore NwN.
However, whenever I try to log into the server- I get only as far as the character vault. I can see all of my characters- but whenever I hit "play", I immediately crash out without any sort of error message. The game just dies. It never tries to load Road to Arabel. Same with every character- and I have already tried lowering all graphics to their lowest settings without success (and graphics were never a problem for my machine before anyway). I can run singleplayer NwN fine- it only does this when I try to log in to CoA (though I haven't tried any other multiplayer servers yet).
I've tried reinstalling the game a couple times, erased and redownloaded the haks a few times. I'm stumped.
Anything I've missed?
