What kind of Lore a new arabelian adventurer should have?

I was wondering, if a player from the server had several, long breaks from the server, and then wished to create a new Arabelian adventurer, what kind of Lore he would know? I mean that, someone who is living in Arabel, shouldn't know about the Goblin wars? or the Civil war? or if he is a slummer, he shouldn't know what happened so far to that part of the city? about Bhaliir's actions and the Ratlers, of Propeht Pharz?

To be honest i'd say you can know whatever is 'common knowledge' to citizens of arabel if your background is growing up there.
What common knowledge is is your question i guess.
Big things, undisputable things. I'd expect the goblin wars to be one of those, but who and what was on which side would be disputed.
Fharz, probly not, you may know a strange prophet took in children and had them gaurd the slums, you may even have heard he worships sll the gods.
You would know the civil war happened, and that the pheonix legion 'won' but not the hows or whys or whos.
You may have some knowledge that there was a noble house called bhaliir, shrouded in mystery and looked upon with fear, and sometimes adoration by a few, but no specific things they did, or who they were
Basically, you would know very general things about recent history, but no specifics, specifics come from finding out in game.
I'm sure a dm could give you a more clear answer, but i expect it will be along the lines of 'use common sense'

If the PC has grown up in Arabel then much of the common history of Arabel is available to him. Specific details of events and the people involved will not be available, but generalities will.
Your character may know some information regarding famous people and heroic or infamous acts that they did. Have a search through "Rumours." Anything in there is knowledge that your Arabellian PC can claim, including the errors and assumptions!
Thond, Bhaliir, Lhal, Fhaz will be names that are spoken of in inns and public houses. What they have done will also be spoken of by bards and story tellers, though this might be inaccurate. Anything affecting a large portion of the city, such as a whole district, can be claimed as common knowledge, again with some degree of inaccuracy.
Also, your Intelligence value will have an affect as will the ranks of lore you put into the character. The more you put into these two, the more you can claim, and the more accurate you can claim.

Player Factions that had a major impact to the city or where around for some extended time will also be knowledge that could be claimed, if you have sufficient Lore. Things Like the Green Dragons, the Golden Lions, Trystan's Trade, Gleaming Blades, Kilgrave etc. Again, accurate details and membership will likely have been forgotten, but some of their major triumphs or mistakes that affected the city could be claimed as knowledge if you have sufficient ranks in lore.
Details of lesser houses, Vhoor, Obarstal, Ulanti will not be common knowledge, though the names themselves might be. The further back you look, the less likely the stories will be told.

For a good idea of what knowledge your Arabellian upbringing might have gained you, figure out the age of your PC and then read through the rumours thread.
In general that should give you a good idea of the kind of history your PC will have witnessed/heard about.

Cormyr has a war with the Shadovar that results in Tilverton being destroyed.

Zhentil Keep invades Cormyr, ultimately being driven back.

Unrest in Suzail and Arabel results in a civil war between Cormyr and the bandit King Gondegal who takes Arabel. Bhaliir destroys much of the city and is never seen again.

Vangershlaz is found and given to Lhal, who returns to accept it and without bloodshed is made Queen of Arabel ending the civil war. Occasional hostilities between Cormyr and Arabel continue, but without followup.

Take a look at this, as it is all to do with IG events in the CoA setting. You should decide yourself how detailed your characters knowledge of some/any of these events ought to be. Chances are if they come for a particular reason, they may know more than most newcomers about a particular event.
It's not a complete list (doesn't mention Tilverton's destruction, though most people would know it's gone by now) or talk about CoA's background (Gondegal's first rebellion, the orcish invasions, how Lahl retook the city for Cormyr) but there's a lot in there all the same.
Generally though, with new characters, it's better to just go with a basic understanding of the region's politics and learn the rest IG.

The "common knowledge" i kinda hate that term i was orginally told whatever is on fresh rumor and whipsers but
Monsters pour out of the Library last evening, killing and wounding several commoners. Rumors abound that the Library is under a terrible curse, but by nightfall the place has quieted down and is back to "business as usual" by next morning. Visitors notice that Tonald Sigermane is exceptionally pale and irritable and absolutely refuses to talk about the strange events.
would not be "common knowledge" now nor would i know who Tonald Sigermane is.
My common knowledge with a character when i enter the city on average
It's a city, since everything else you could say would be irreverent in a short amount of time the city proven that.

Rumours spread through the city by word of mouth. Anyone can legitimately hear them and treat them as common knowledge. Old rumours of small events will grow dim over time, but some Old Timers may still talk about them over a pint of ale. Use your own common sense, but anything in the rumours is acceptable.
