Letter: Judge Johan - Reworked Fines



  • Honourable Judge,

    As promised in my campaign, the Chancellor's Council has agreed upon the following changes to fines taken by law enforcement in Arabel:

    Fines and Punishments

    Petty: 10% current gold + 200 gold
    Minor: 15% current gold + 350 gold
    Serious: 25% current gold + 1000 gold
    Capital: 50% current gold + 2000 gold (only for capital crimes limited to fines).

    Please approve this change so it may be added to the Book of Law and the wealthy may no longer simply shrug off the consequences of their crimes.

  • The same as if they're unable to pay the fines now.
    Another punishment for the respective severity of the crime will be used.

    Understood. However, how are we to ascertain that the amount of gold on their possession is all of their possession, for example? What if they have a friend holding 5,000 coins that belongs to them, but don't disclose this to the Militia?

  • This issue exists with the current method of fining adventurers too. They might hide their coin because the value it over a few hours of their time in the stocks.

    There's still a flat value attached to the fine along with the percentile value. It ensures that a criminal is still fined for at least the minimum amount the old punishments would have done.

    If they're caught hiding their coin for the purpose of avoiding larger fines then they'll be punished again how the Militia see fit. For example; another fine, Legion time, stock time, the elevation of the initial crime's severity.
