Question about 4th edition D&D

Just trying out 4th edition, but hit trouble in the levelling up rules.
With every even level you achieve, alot of scores go up by one point, including (according to the character sheets at least) the ability modifiers.
What I need to know is is this new 'higher' score the ability modifier you use for everything, or just for ability checks?
For example, a level 4 rogue with 19 DEX has an ability modifier of 4, but with the increase in levels, this modifier goes up to 6. Does this mean all the skills and saves dependant on DEX use 6 as their base, or 4?

4e does seem proper balls, but I'm gonna give it a go. Just can't work out this problem. It either means all my players will be hugely overpowered, or horribly underpowered. Any one of you geeks know 4e?

4e is summed up nicely by the above quote. That it is even allowed to be referred to in the same sentence as DnD is a tragedy and mockery of the beloved game.
When the system first came out, my long time PnP group gave it a try despite our initial misgivings. That is 6 gaming sessions we wish we could have back.
Pathfinder is considered version 3.75 and I believe it might be the best version of DnD ever. I would strongly urge you to invest the time in that system. It has great support material and modules, a thriving community, and has re-invented much of what was stale in previous editions without sacrificing what is core about DnD.

I've never played PnP before and just picked this up from the shops to play with my friends. I guess no-one has any ideas on my problem?

This is laughable to me. Not about your misfortune, but for the claim that 4E is suppose to be easier.
I believe that stat boost is only to one ability and it occurs every so often. I don't know 4e at all. I suggest if you only just got the book to take it back. You can get Pathfinder pdf's cheap. And they are searchable. It's pretty much borrowing the good things about 4E and changing some bad things about 3.5. THEN I am sure you will have alot more assistance with your problem ;)

With 19 dex you have a +4 mod. If you have to roll a dex check, though, you also add half your level, so in the case of the example, it would be +6.
Defenses are calculated as 10+half your level+stat mod+misc. You can either use the base mod (+4) and then add half your level, or use directly the modified mod (+6) and not add half your level.

Play 3.5 DND or better yet Pathfinder if you want a real experience of the game.

We're just trying to be helpful.
If someone walks up to me and asks where he can buy a knife to stick into his eye my first reaction isn't going to be telling him where to buy a knife, but rather some useful alternatives to causing himself needless amounts of pain.

I don't think this comparison really reflects the difference. It's more like this:
"I'm dieting and I just ate at McDonalds. How many calories did I just eat?"
"Dude, why the hell did you go to Mcy D's?!"

I have to admit that I tried 4e for the first time last sunday.
Well.
I guess there's some things I like (like, classes being kinda well balanced, or at least so it seems) and some things I don't like (your level doesn't matter, really. The damage, attack, and defenses go up hand in hand, so nothing really changes).
BUT
it is overtly complex on a mechanics level. The combat is… A bit more simplified.
But you need to download a character builder, and print a new character after every level you get. AND it's a monthly subscription.I mean - before, wizards had TONS of different spells to choose from, and fighters... They swung their sword.
Now, everybody has roughly the same amount of "spells" with the same amount of "cooldown".Also, characters -seem- a lot more powerful, with more stat increases and better defenses and better dmg - but so are the mobs.
Yeah... WoW on pen paper.
