The immobile summons as a party member to make it hostile seems a good idea if it's easy enough to implement.

A slight increase to weight wouldn't hurt. A log filled with iron spikes should weigh a bit, particularly if it's not supposed to be pushed over easily, but increasing it to more than say 75-100 lbs would make it next to unusable, without bags of weight reduction, for most characters. Then again, I doubt you'd be able to run dragging a barricade along…

The OOC note in the item description detailing what is acceptable use would help newer players (we're still getting those) but I can understand not detailing the exploits in the description for obvious reasons. Otherwise, exploits get reported like any other.

I think the suggestions to either give them a faction or treat them like a summon are excellent.Worrying about physical realism in a game where adventurers can run underwater while wearing plate armor, dual-wielding katanas and carrying ten full plates in their backpack is a bit obsolete.
I trust the main concern here is balance.

I second the item letting said item be for DM factions and DM plots only. DM's will be able to supervise and the chances of exploiting these barricades is lessoned since closely watched DM characters and DM approved characters will only be allowed to use such a thing.

Considering that successful PC factions and their characters have been quite legitimate in following other rules and made good on plots, why should DM factions only get them?
If anything DM faction members shouldn't get them because they are supposed to be of importance, why are they wasting their time and strength on making bunch of wooden poles touch and nailing things?
Maybe factional-flagged barricades would be a good idea though.
C0G would have recycled metal barrels as barricades.
Zhents could summon a slave to work on building a barricade.
Mage Guild could roll out a magical barrel of instant barricade building.
Red Hart could get the squires to carry war banner barricades of knightly deeds.Candlekeeps could get some educated beggars to build walls of junk.

The Wyvernwater militia from yonks back used to be able to put down an unlimited number of barricades. The kind of exploits they could be used for was pheonomenal with just one or a few barricades - the only actual use we had for them I think was in setting up a massive "wargames" area that would have been better done with a DM anyways.
I would say it's a bad idea, and one that could be better utilized through a DM. After all, barricades are there to block things. If you're going to use them for PvP then you might as well get a DM involved. Outside of PvP using them to block things would more than likely just cause issues on an unpredictable basis, even if they were made hostile to enemies.
