I know getting PrC's should be hard and nearly impossible in some cases, but it is not the destination, it is the trip, even if you never qualify.
I would like some help in telling me what I should be doing, I have some players offering me such help in game and will be using their aid exclusively.
I know PrC's need to be applied for but i have noticed that some require in game action before the application is even penned, is this me misinterpeting the procedure?
What steps should i be taking? keeping in mind that regardless of how it ends i still intend to play the way i have been, since a rejection would be ooc most likely and it should and will not effect my in game play, and even if there came a actual rejection in the game proper, it would have to be pretty devistating to even dampen my chars spirits, that is something that is not really possible (depressing my main character).
Laid out in steps would be quite helpful for me, i know this is quite general, but i think quite a few players already have a idea what i may be up to anyways, though i have not let any of the dms know (i feel i should have my ducks sort of in a row even before i concider bothering them)

That would depend on the PrC you apply for….
But a common one would be to involve others in A&I related to your pursuit of the PrC.
Create a ''prestigious'' character! You should be well known, celebrated / hated depending on the PrC you are going for as suzicoa said.
If you are going for Shadowdancer explore the Sharran faith maybe, become well known for using shadows / darkness to help you carry out your goals, explore how to bind a shadow to you maybe?
That's just one example, lots of the PrCs are pretty open to your scope. As always grab a DM and run your ideas past them, after all they are the ones who will be approving you.
The current method of approval is, as far as I can work out:
- Let the DMs know what PrC you intend to go for in the future
- Work towards it in game
- Send in an application once you feel you have earned it. The DMs will then give feedback as to what else you need to do or give you the nod for approval!
