The man could build a replicator out of two rocks and a dead parrot, clearly he has more skill than any other captain.
Data was also a captain at one point, and clearly more skilled than any on the list.

I'd normally give it to Archer, since he knows several kinds of martial arts, has an IQ of 267, and he's got an invisible friend who has military training and can consult the historical record and give him advice as needed (always handy to have an extra pair of eyes in a fight.)
But, Blackbeard kind of skews things. I mean, pirate. Pain is like vitamins to pirates.

How could he 'jump' into Archer since Sam Beckett could only 'time travel within his own lifetime' and Jonathan Archer wasnt born until 2112 while Sam stepped into the quantum leap accelerator in 1995.
